Tubestock / chipboard is recycled paper used in packaging applications.  This is the least expensive paper for making tubes.  We use a high grade that has little post content so it can be used in several types of tubes and still be consistent in color,  thickness and strength from lot to lot.  Example of tubes made from Tubestock are mailing tubes, tape / label cores, spacers and paper towel cores.
